Director Patent Academy (Munich)

With almost 7 000 employees, the European Patent Office (EPO) is
the second-largest public service institution in Europe. It
supports innovation, competitiveness and economic growth across
Europe through a commitment to high-quality and efficient services
delivered under the European Patent Convention, its founding
treaty. It has a yearly budget of EUR 2.3 billion, entirely
financed by the fees paid by its users.As set out in its Strategic
Plan 2023, the EPO is fully committed to broadening the European
patent system and network. It will strengthen and expand its co
operation activities with member and non member states of the
European Patent Organisation and strive to heighten the patent
network’s impact. To realise this objective, it intends to carry on
building on its state-of-the-art IP training and certification for
key stakeholders through its Patent Academy and European qualifying
examination (EQE).For these important missions, the EPO is now
seeking to appoint a Director Patent Academy and EQE, who will
report to the Principal Director Co operation and Patent
Academy.Your main responsibilitiesIdentifying and analysing the
needs of EPO stakeholders in terms of IP education and making
recommendations for the development of tailored programmes and
initiatives to broaden the expertise and skills of patent system
usersForging new standards of excellence for IP training and
certification in collaboration with key stakeholders through the
design and implementation of customised, state of the art training
and learning initiatives, in accordance with the EPO Strategic
PlanAdvising on and implementing training related strategies to
support co operation activities with member and non member
statesManaging the EQE and its related training and educational
activities, in co operation with the epi (Institute of Professional
Representatives)Leading the design and effective implementation of
new training and educational concepts, tools and materials, in
particular in the fields of e- and distance learningAnticipating
future requirements and introducing cutting edge educational
technologiesAnalysing data on the effectiveness of programmes
offered in order to continuously improve and enhance the learning
environment for specific target audiencesLeading and managing the
work of an experienced team of IP learning and development
professionalsContributing to the EPO’s strategy by advising the
Principal Director Co operation and Patent Academy, the Chief
International and Legal Officer and the Vice President DG 5What we
expect from youExperience and proven track record of leading
multiskilled teams, preferably in a European institution or
international organisationIn depth understanding and experience of
patents and IP, preferably in the field of IP educationKnowledge of
the EQE and its regulationsIn depth knowledge of and interest in
the latest trends and developments in learning and education,
including the use of cutting edge technologiesAbility to work with
a variety of stakeholders, taking a project management
approachAbility to lead and motivate a team in a collaborative and
agile wayExcellent communication skills and the ability to
establish rapport and networksYour qualificationsDiploma of
completed studies at master’s level or – in exceptional cases –
equivalent professional experience.Excellent knowledge of one
official language (English, French and German) and the ability to
understand the other two. In exceptional cases, excellent knowledge
of one official language and working knowledge of another. In such
cases, the willingness to learn the third language would be
required.Citizenship of one of the member states of the European
